The sign says (in Burmese and Thai) that the garbage is the property of the Mae Sot Government and that if people enter the dump now they will be fined and arrested. There are guards around the dump, they guard the garbage. Not sure how the families survive now. Where do they make their money?
They are building an energy plant of some kind. You can see that in some of the top photo.
